Quick answer: Scenario-based learning, also called scenario-based training (SBL), puts learners into realistic situations where they have to apply knowledge, make decisions, and usually receive feedback or see the consequences of their choices. A 2024 review of scenario-based learning in The Clinical Teacher proposed five common characteristics: a relatively brief scenario, an emphasis on procedural knowledge, some representation of a real situation, learner interaction, and feedback based on the learner’s response.
A branching scenario is one common version, but SBL doesn’t have to be elaborate. A short training video that stops at a critical moment and asks the learner what they’d do can still provide scenario-based practice.
What is training transfer?
For L&D teams, completing a course isn’t usually the real goal. The goal is transfer.
Training transfer happens when someone takes knowledge or a skill learned during training and successfully uses it afterward. Baldwin and Ford’s foundational review of training transfer describes transfer in terms of generalization, meaning learners apply what they learned to the job, and maintenance, meaning they keep using it over time.
An employee might correctly answer a question about de-escalating an angry customer. That shows learning. Recognizing the warning signs during a real call and choosing an appropriate response shows transfer.
Researchers also distinguish between near transfer, where the new situation resembles the training situation, and far transfer, where learners apply what they know under substantially different conditions. Barnett and Ceci’s review of far transfer found that transfer varies according to factors including task similarity, physical and social context, knowledge domain, and time.
That distinction matters when evaluating training results. Performing well on another simulation immediately after a course isn’t the same outcome as still applying the skill correctly on the job six months later.
What does situated cognition have to do with scenario-based learning?
One theoretical foundation for scenario-based learning is situated cognition, the idea that thinking and learning are influenced by the context in which they happen.
Some proponents of situated learning have made much stronger claims, including that knowledge is tightly bound to the situation in which it was learned, that transfer between tasks is limited, that abstract instruction has little value, and that effective learning must happen in complex social environments.
Anderson, Reder, and Simon examined those claims against existing experimental research. They concluded that the stronger versions weren’t supported. Context can matter, but that doesn’t mean abstract instruction is ineffective or that knowledge learned in one setting can’t transfer elsewhere.
More recent evidence points toward a similar conclusion. A 2022 review of 50 experimental and quasi-experimental studies of authentic learning found frequent positive cognitive and motivational effects, but simply making an activity more realistic didn’t reliably improve learning. Among the 42 studies that reported cognitive outcomes, results ranged from large positive effects to no effect or negative effects.
The researchers described an authenticity dilemma. Realistic materials and situations can make learning feel more relevant and motivating, but realistic environments also contain complexity that may distract learners from the skill they’re supposed to practice.
For instructional designers, the goal isn’t maximum realism. A scenario should reproduce the cues, decisions, consequences, and pressures that matter to the skill while leaving out details that don’t help the learner.
A brief history of scenario-based learning
Scenario-based learning has roots in older approaches including case teaching, role-play, military exercises, and simulation.
The term scenario-based learning began appearing in the late 1980s and early 1990s alongside computerized instructional scenarios. In 1994, Roger Schank and colleagues developed the idea of goal-based scenarios, which structured learning around goals and tasks rather than presenting subject matter first. The 2024 historical review of SBL traces that development into later digital and online training.
Does scenario-based learning actually work?
One of the strongest bodies of experimental evidence comes from virtual patients, interactive clinical scenarios used in health-professions education.
A 2019 systematic review and meta-analysis of virtual-patient simulations followed Cochrane methodology and included 51 randomized or cluster-randomized trials with 4,696 participants.
Compared with traditional education, virtual patients produced similar knowledge outcomes, with a standardized mean difference of 0.11. Skills showed a larger difference. The pooled effect favored virtual patients at 0.90, including improvements in clinical reasoning, procedural skills, and combinations of procedural and team skills.
There are important limitations. The studies differed substantially from one another, and the authors rated the overall evidence as low to modest in quality. Most of the research also comes from health-professions education, so those effect sizes shouldn’t be assumed to apply directly to management, compliance, sales, or other workplace training.
A 2026 randomized controlled study of 104 nursing students offers a useful comparison between two video formats. Students learned through either a scenario-based animated training video or a conventional skills video. Both groups improved their knowledge, and there was no significant difference in knowledge between them. The scenario group did report higher motivation and more positive attitudes toward e-learning.
Satisfaction has also been studied. The 2019 virtual-patient review included 17 trials measuring outcomes such as enjoyment, engagement, motivation, relevance, usability, and willingness to recommend the training. In four comparisons, most satisfaction measures favored virtual patients over lectures, reading assignments, conventional video, or web tutorials. Seven other comparisons found little difference, while one favored mannequin-based simulation.
Evidence for real-world transfer remains thinner. The 2024 review of scenario-based learning found that relatively little research has established whether SBL changes later behavior or downstream outcomes outside the training environment.
Scenario-based learning vs. other training methods
Scenario-based learning overlaps with several other forms of active learning. The main difference is what the learner is being asked to do.

When should L&D teams use scenario-based learning?
SBL is most directly suited to training where employees need to make decisions, interpret situations, communicate, troubleshoot, or follow procedures under realistic conditions.

Learner experience can also matter when choosing a training format. If two approaches produce similar learning outcomes, higher motivation or satisfaction may still be useful to an L&D team. The studies above don’t show that learners universally prefer SBL, but some controlled comparisons have found higher motivation, more positive attitudes, or greater satisfaction with scenario-based formats.
Digital scenarios can also reduce some of the resources required for repeated practice. Evidence on cost is still limited, so there isn’t enough research to say that digital SBL is generally cheaper than live training.
One randomized study gives us a useful example. Researchers assigned 84 nursing students to either virtual or mannequin-based simulation. Learning and performance outcomes didn’t differ significantly, while the virtual simulation produced a more favorable reported cost-utility ratio of $1.08 compared with $3.62 for the mannequin-based simulation.
Other studies in the 2019 review reported lower ongoing resource requirements after a virtual scenario had been developed, including reduced instructor time and less dependence on simulation equipment and facilities. Those potential savings have to be weighed against the upfront work required to design and produce the scenario.
Digital SBL can also be standardized, repeated, accessed asynchronously, and delivered to large groups. Learners can make mistakes without making them on actual customers, patients, coworkers, equipment, or business processes.
Video is particularly useful when the situation depends on cues such as tone of voice, facial expressions, timing, body language, or the surrounding environment. A video-based scenario can stop when a decision needs to be made, change according to the learner’s response, or provide feedback afterward.
The same instructional-design principles that apply to other training videos still matter. Keep the learning objective clear, remove irrelevant information, direct attention toward important cues, and give learners something meaningful to do with what they’ve learned.
